    4 flesh trade rackets busted
    Top cops, bureaucrats customers, says police

    The police tonight busted four flesh trade rackets and arrested eight women in four separate operations. Two of the arrested women were bar dancers who had been brought here from Mumbai.

    The police crackdown was led by the Deputy Superintendent of Police, Mr Desh Bandhu.

    Special teams comprising Inspector Pritam Singh, Inspector Gurdev Kaur and Assistant Sub Inspector A.K. Sharma had been constituted for the purpose, after decoy customers from amongst the police had tied up with the pimps or the call girls directly.

    Cops in plain clothes had been deputed at various places in the township where these call girls were supposed to meet with the decoy customers.

    Two girls from Mumbai, who were bar dancers there, were arrested near Shakti Bhavan chowk. The decoy customer had booked them for Rs 4500 and just when the money was handed over to them, a police team waiting nearby swooped down on them and arrested them.

    The girls later told the police that they were brought here by three men, Sanjay, Thakur and Vicky of Zirakpur and were on a monthly contract of Rs 40,000.

    The three men used to strike deals for them and pocket the money.

    The police say that several top cops and bureaucrats of Punjab, including those posted at Patiala, were their customers.

    Another decoy customer of the police had booked two girls and met them near Dhakoli naka in Sector 19.

    These girls- one of them an Avon cosmetics agent, belong to Mohali and were around 20 years of age. After the decoy customer paid them the money, they were nabbed by a police team waiting nearby.

    Four girls were nabbed by the police near the bus stand near Command Hospital.

    These girls were reportedly waiting for the customers and the police say that they saw several cars stop by them and the girls trying to strike a deal. The police has also videographed these incidents before they nabbed the girls.

    All accused have been booked under the Prevention of Immoral Trafficking Act. The police say that they will soon arrest the three Zirakpur based pimps - Sanjay, Thakur and Vicky.

    One held for immoral trafficking

    The police has arrested Vicky, one of the three pimps, who had brought bar dancers from Mumbai and was in immoral trafficking in Panchkula and Punjab.

    The accused has reportedly named two Punjab Police officers — Deputy Superintendent of Police and Superintendent of Police — among their regular clients. Senior police officers say that the accused was arrested today evening, and they are likely to get a list of all the persons who were supporting the flesh trade racket.

    Vicky, along with Sanjay and Thakur alias Irfan, had brought two bar dancers from Mumbai on a monthly contract of Rs 40,000 each. The girls were supplied to different clients, who included top police officers and bureaucrats in Punjab, claim the local police.

    Meanwhile, raids are being conducted to nab other accused — Sanjay and Thakur.

    Muskan, who was recently found murdered in a city hotel, had spoken on the magnitude of the flesh trade racket in the city to The Tribune in the third week of August. Excerpts from the interview were published in Saturday Extra on September 4 but her name had been withheld on request.

    Muskan had freely shared a number of names of call girls, operators and customers with this correspondent in her first and last exclusive interview. She had also talked about the nexus of the police with call girls and ironically lamented that changing values had led to promiscuity that was being encashed through sex.

    The interview had lasted about 90 minutes and Muskan was very forthcoming on all issues. Perhaps, her habit of speaking 'too much' ultimately proved to be the reason behind her murder on December 10.

    The interview

    How rampant is the trade in the city?

    Proportionately, it is more than that in Delhi and Mumbai. It is there in the (city's) periphery and in the sectors. Money seems to have become so important that husbands and mothers are allowing their wives and daughters to sell their bodies.

    What kind of girls are coming into the trade?

    From the very poor to the rich and famous, including dancing girls and models.

    How much do they earn?

    Those working through pimps earn between Rs 15,000 and Rs 25,000 and those on contract earn higher amount. A first timer could even charge Rs 30,000 for a night if she is beautiful.

    Who are their customers?

    Policemen, bureaucrats, businessmen, politicians, professionals and tourists. These clients look for high-class call girls, including models. They are ready to shell out even Rs 30,000 for a night. The customer has to arrange for drinks and hotel apart from this.

    How many girls get into the "profession" willingly?

    About 50 per cent.

    How many of them get married?

    More than 50 per cent.

    It is said a girl on contract has to cater to many clients in a day?

    A girl normally caters to four customers in a day and to do that she takes drugs.

    It is said girls could also be in the drugs business?

    Few of them may be but they certainly know about the sources from where drugs could be procured in the market. It is not difficult to get drugs.

    Where do these girls come from?

    Delhi is the biggest 'mandi' in the country. Girls from Jalandhar, Ludhiana, Karnal, Delhi, Mumbai, apart from cities and towns of Haryana, Punjab and Himachal also enter the trade. Small town girls from are flock the city during daytime feigning as employees and get back home by night.

    How much is the demand and how much supply?

    There is an insatiable demand and equally free supply of girls. Call girls are tied up with several city hotels which supply them on demand to clienta.

    How are girls recruited in the business?

    The call girls befriend new girls by first helping them and making them habitual to a lavish life. Once it is done, it is very easy to usher in a girl into the trade.

    Is there any forced initiation of girls into the trade?

    Very little but the persuasive method of pimps is very strong.

    Are there any policemen involved in the racket?

    Policemen have been using these girls to extend favours to their seniors. A call girl cannot function with out having some understanding with the police for long. The nexus is very strong.

    Do business establishments also hire them as their employees?

    There are many establishments which straight away offer a higher salary to a girl if she is ready to be sent to those which a private firm wants to please.

    Are there also any foreigners in the racket?

    A few Russian girls are working near Zirakpur and the man who had brought them is a government official. These girls charge heavily. Black girls had earlier been active. (These Russian girls were later arrested by the Chandigarh Police in a separate case.) These Russian girls are coming from Karol Bagh, New Delhi, and some elements in the embassies are behind them.

    How much can a pimp earn?

    About Rs 3.5 lakh per month.

    Why are the girls entering the trade?

    A large number of them for fun and an equal number to live a lavish life.

    What age groups of girls are in the trade?

    Between 13 and 35 years of age.

    It is heard girls in video albums are also into the trade?

    Yes, they are there.

    Any other interesting aspect of the trade?

    Girls are going from paying guest accommodations, schools and colleges. There is an operator in Dhanas who shows you girls on a CCTV screen before striking a deal.

    Immoral trafficking a ‘thriving business’

    Sex has become a big business in the township now. And, like in any lucrative cash-rich business, well-organised syndicates have emerged to protect and promote it. As can be expected, a section of the police have a finger in the pie.

    From local men getting girls from Mumbai and Delhi on monthly contracts to the staff in hotels along the periphery themselves keeping the "girls on call" — the flesh trade business is no longer disintegrated or restricted to the lower strata of the society.

    Wives of government employees, including lower-rung cops, students and aspiring models are increasingly getting involved in the sleaze business.

    A rough financial estimate puts the annual turnover of flesh business at Rs 10-12 crore. This does not include the hospitality segment which includes hotel rooms, food and drink.

    The size of the business can be estimated from the fact that the Panchkula has busted 16 'call girl rackets' in the last 11 months.

    Ninty one persons, including 62 women, were arrested in these raids. Police sources, despite the drive to eradicate the flesh trade menace and the success notched up by them, maintain that the arrests only reveal the proverbial tip of the iceberg.

    According to police sources, the volume of traffic in the township, and adjoining Zirakpur, if estimated on the basis on the arrests made, is likely to be in the range of more than a 1000 women who are on call at any given time.

    With average price charged by a girl varying between Rs 2000 to Rs 3000 per deal, the annual turnover is estimated in several crores.

    These girls are a part of an organised network and the actual figures may be five times more if one takes into account the 'freelance sex worker,' which includes collegiates and housewives wanting to earn some extra cash on the side. This segment of the business operates between 10 am to 4 in the evening, inform sources.

    Police sources also say that some Russian girls are also in the trade, and visit the town frequently. "They are the highest paid sex workers, and command anything between Rs 10,000 to Rs 20,000. They operate through a Chandigarh-based event manager, and do not entertain any customer other than the one who has been roped in by this event manager. They stay only in the best hotels in town, where chances of a police raid are minimal," informed a police official.

    Another aspect that has led to the flourishing of this business is the increasing use of women as 'bribes'. Police officers say that they have often got intimation about these call girls being supplied to top bureaucrats, politicians by junior officials or contractors in order to get their odd jobs done.

    Last month, the police had raided a house in Sector 11 here, and arrested a contractor, who was supplying women to officials of HUDA for getting contracts.

    During several other raids, the police has found cards and photographs of politicians and senior government officials in possession of women arrested for immoral trafficking.

    Recently, the police had busted a flesh trade racket being run by three Zirakpur based men, who enjoyed the patronage of senior police officials in Dera Bassi and Patiala.

    An ‘ear-biting’ scuffle

    A woman’s ear was allegedly bitten off by another woman in Kapra colony of the NIT here this morning after a quarrel over drinking water. While the victim has been admitted to the civil hospital for treatment, a case has been reportedly booked in this regard.

    According to a report, the incident took place when the victim, identified as Durgesh Devi, wife of one Prem Chand, was involved in a spat with her neighbour over the use of the supply of tap water. It is learnt that while her husband was getting water from the common tap in the house, where many tenants had been residing, one of their neighbours identified as, Raju came and started washing his hand, while the pot was still under the tap. Prem Chand objected to this act. Subsequently, a quarrel erupted, which was joined in other family members of both sides.

    Later, mother of Raju, who could not be identified, got involved into a scuffle with Durgesh and bit off one of her ear. It is stated that the flap of the ear came off and fell down, before other neighbours rush to get them separated. She was admitted to a hospital.

    Anara allowed to approach NCW

    Jammu, December 18
    A local court has allowed former Miss Jammu and accused in the pornographic CD case, Anara Gupta to go to Delhi for filing a complaint against officials, regarding her alleged torture in police custody, before the National Commission for Women (NCW) and the National Human Rights Commission (NHRC).

    Modifying his earlier order regarding the release of Anara Gupta on bail, Chief Judicial Magistrate Sanjeev Gupta also directed the state’s crime branch yesterday to exercise restraint while disseminating information about the case to the media.

    The court, however, turned down Anara's request that she may be allowed to give interview to the media. “This will hamper the investigations,” the CJM observed, adding, “the prayer is premature as the case has been recently handed over to the crime branch.”

    On November 9, the former Miss Jammu was granted bail by the court subject to the conditions that she would neither leave the jurisdiction of the court without prior permission, nor talk to the media.

    Yesterday’s order was issued following an application by Anara Gupta through her counsel Sarfaraz Rather, seeking permission to go to Delhi to avail of a legal remedy in respect of alleged police torture inflicted on her while in custody.

    Anara has further charged the investigating agency with conducting the probe into the case in a ‘biased’ manner and leaking information to the media.

    Meanwhile, a Division Bench of the Jammu and Kashmir High Court comprising Chief Justice S.N. Jha and Justice S.K. Gupta has asked Anara’s counsel to file a reply to an application seeking shifting of the girl from her residence to a women’s welfare home.

    The application was filed by the state government on December 16, saying that Anara appeared to be under “some pressure” and unable to cooperate with the investigation.

    According to the police, Anara Gupta was allegedly involved in making pornographic video compact discs in connivance with Narinder Kohli.

    Denying the charges, Anara had filed a petition in the High Court seeking a CBI inqiry into the matter.

    Bazee.com chief’s bail plea rejected

    New Delhi, December 18
    A city court today rejected the bail application of Bazee.com Chairman and Chief Executive Officer, Avnish Bajaj, who was arrested in connection with the DPS MMS sex scandal here.

    The Metropolitan Magistrate, Ms Nivedita Anil Sharma, sent the accused in judicial custody for 14 days.

    Bajaj was arrested yesterday under Section 67 of the IT Act and Sections 292 and 294 of the Indian Penal Code, on charges of transmitting and selling obscene and pornographic material.

    The Delhi Police has sought judicial custody of Bajaj, who has moved a bail application for his release. After hearing the prosecution and the accused, the Metropolitan Magistrate rejected his bail plea.

    Meanwhile, the court has issued a non-bailable warrant against the suspected students of the DPS, who was allegedly involved in the sex scandal case.

    Couple held for selling blue film CDs

    The police here tonight arrested a couple for selling and renting out blue film CD’s in Sector 20 and recovered over 100 CD’s of blue films from them — Rajiv Gupta and his wife.

    Police sources inform that they had tip-off on the couple renting out blue films through their video parlour- Rhythm and Blues in Sector 20 market. They had been allegedly renting out/ selling these pornographic films even to children under 18, for the past three months, said a senior police officer.

    A team of the police led by Station House Officer of the Sector 20 police station, Varinder Kumar, and Security Branch In charge, A.K. Sharma, made the raid. Mr Sharma, while posing as a customer, went to the shop and asked for three blue film VCD’s. He was handed over the CD’s and asked for Rs 100 (Rs 20 each as rental and Rs 40 as security).

    The police party waiting outside rushed in and nabbed Mr Rajiv and his wife, who was also in the shop.

    The police says that while a blue film VCD was being sold from the shop for Rs 30 to Rs 50 each, depending on the demand for each CD, it was available on daily rent of Rs 20. The accused reportedly also played one of the CDs for the cop posing as customer on his VCD in the shop. The police says that though he did not have any of the DPS school girl case CDs, they recovered the infamous CDs of the Jalandhar-based girl, shot through a webcam.

    Other than the blue film CDs, the police has recovered almost 2,000 pirated CDs of latest Bollywood films from the shop. The couple has been arrested and booked under Section 293 of the IPC.
